IRL, when the name of someone you know is mentioned, your mind tends to conjure up a whole person with appearance, personality, background, and relationships.
But when a stranger's name is mentioned, you tend to tilt your head, without thinking of a specific person.
Similarly, in a fictional narrative, without character introduction, names are just random strings of letters in the reader's mind.

As a reader, someone might use judgment about a character's actions based on their values and beliefs about how actions "should" be performed.
As authentic characters, they act based on the "current state" of their world, based on their personality, beliefs, values, and even their trauma.

As an author, we see fiction as vivid images in our memory.
As a reader, we can only perceive fiction through the narrative provided by the author.
Writing fiction is like a communication effort, conveying the author's imagination to the reader through narrative.

I agree with a fan... as a teenager, you tend to care about Naruto's idealism. But as an adult, you tend to understand Pain's realism.
In the real world, the realities of geopolitics, nations, and war more closely follow Pain's logic, especially regarding the deterrent effect.
Write POV based on your character's voice. Let your character's soul guide you as you narrate what your character is doing 'right now' in their world.
If readers say, "protagonist 'should' have done this or that..." Congratulations! You've created an authentic character that even readers found unsettling and irritating.
