I actually saw an explanation for that before I ever heard the "theory" itself... NASA could not get images from the flight to the public in "real time" due to limitations of the technology of the time so they used photos of training sessions in the desert as "fill ins" during the initial broadcasts and replaced them with actual footage of the landing as soon as they had them.
