Forget Nascent Soul, I think Golden Core is already at the Hero lvl, or at least A rank.

Alright, how about this, Exal is an AI right... so AI does not sympathise with emotions, but does understand efficiency and statistics, so an AI will collect Tax by using actions that encourages the "emotional entity" to pay... and "emotional entities" will pay most efficiently with emotional incentives.

Conclusion:
The AI will have to create an attractive pathway for "emotional entities" to pay
Objective
Understand the incentives triggers of "emotional entities" and apply correct triggers

But it would still require the person to be foolish enough to attack an official tax collector, it would also need the bystanders not to intervene, and make my character even more hated than it already is by now.

I mean, if you cared about your character being hated, then why choose that quest in the first place?

No need to be unnecessarily hated. Quest report is written and posted, the woman paid but the slums (and a transmigrated child) now hate my character and have been added to its "Nemesis" list.
