By default, yes. Tag rankings are sorted by views. However, the order can be changed based on favorites, bookmarks, fiction status, and last release date.

Don't worry about views. Favorites and comments are more accurate metrics for assessing reader preferences regarding a chapter. Bookmarks, however, are the primary metric for measuring fiction popularity. Views simply mean your chapter was clicked, whether by readers or bots.
