Hm...I think that most novels start story-first. If you start with the theme, it can be really easy to make the novel sound preachy and annoying. I agree with Clo. Eh... in webnovels, reviews are also left by readers to help other readers know what to expect. I don't do it often, but if I see a novel that promises to be something it is not, I leave a review telling readers the truth which is not wholly positive.
