Hard to say, to be honest, I can just said Zoro won't ever be on the list if people are objective, he mostly use his strength, if we talk about skilled swordman, Mihawk from One Piece will be a better choice, but still from what we see, it's not much skill.

Not the best but here a list and not ranked in any way:

Guts (Berserk)
Griffith (Berserk)
Oetsu (Bleach)
Unohana (Bleach)
Claire (Claymore)
Théresse (Claymore)
Zi Yu (Feng Shen Ji)
Wang Ling (The Daily Life of The Immortal King)
Allen Rodol (The Failed Swordman)
Ascheriit (Übel Blatt)
Ikfes (Übel Blatt)
Kirin (666 Satan)
Cid Kageno (The Eminence in the Shadow)
Orsted (Mushoku Tensei)
Sakata Gintoki (Gintama)
Takeshi Yamamoto (Katekyoshi Hitman Reborn)
Yato (Noragami)
Kenshin (Rurouni Kenshin)
Yoda (Star Wars)
Sephiroth (Final Fantasy 7)
Yun Che (Against The Gods)
Su Ping (Astral Pet Store)
Lin Huang (Monster Paradise)
Gu Qing Shan (Worlds' Apocalypse Online)
Kraugel (Overgeared)
Shi Feng (Reincarnation Of The Strongest Sword God)
Runihoril Sylnorin (My Own Novel :blob_sir: )

I'd say it's Nero, one of the characters from my story, Nowhere to Run. ?

He's just a human at his peak, incredibly skilled and with a lifetime of experience.

This old man from sakamoto days. Just pure technique cutting off his arm so cleanly he can reattach it instantly. I haven't really caught up to the manga because I haven't really read manga lately so I dunno what kinda insanity is happening in the manga

The question is self exlanatory, who do you think is the best swordsman from fiction? Can be from games, movies, books, manga, even your own work, whatever you want really. The two limitations are, can't be real or pseudo historical person. Second limitation, they can't rely on mana, chakra, furyoku, qi, and other magic; this includes using magical swords that are strong as hell on their own. If you want to, you can also explain why do you think they are the best swordsman.

According to film critics, Zatoichi the Blind Swordsman is number one. One version of Zorro (I believe the Douglas Fairbanks version - he actually combines theatrical and competive fencing and the choreography is amazing) comes in about fifth - just ahead of Inigo Montoya and Westley/Dread Pirate Roberts, believe it or not (and these are the only three in the top 25 not from Asian films).

If allowed to use magic (both a mildly enchanted weapon and some minor talents to enhance both it and physical abilities during combat), though, Thallissandra, Daughter of Nyreen Gryphonslayer, Battle Sister of the Rhyven, would at least make the top 10... But her qualifying battle has not been written yet, and we just have the testimonials of her Battle Mother and sisters to go by so far... :D
