Japaneses did crazy stuff in WW2. But to be honest, i think it's in their country you got the highest probability to find good people NOW. Compared to chin@ that always hate them but got terrible environment. Some realistic urban CNs mention lot of stuff. Even some hiatus of few chapters also mention it.
For example, a unknown raw CN where MC got cancer, talked with a doctor. Doctor explains about their high price of hospitals. Bcause some patients that leave hospitals, died of complexions/diseases of something they didn't ask to be checked of. So they sued hospitals for that and won. Now hospitals force "full check ups".
And also "touching porcelain" of old men and women running in front of cars and faking being hit is a big thing there.
What truly beat them all, is when good people helped car accident old victims. Result ? The good people that brought them to hospital 1) they must pay for the hospitalisation 2) they are sued / arrested because victim and their family accuse them to be the one that did the accident. Because no witnesses they are fcked. NOW, it's common for them to never try helping if there is an old person being on the ground.

What i say next is just me talking alone, and can be ignored :

Empathy is probably mostly focused on people that suffered before.
Years ago in NU forum, i talked with a dude about the WN demi-vampire MC shota that died 2-3 times because god mistaken the name of his with a bad guy. The dude, felt it was fine for the guy to have suffered. While for me, i felt empathy for the MC to have this injustice. A few posts later, the guy says he got a good life, is handsome, and that otakus virgin "like me" should try to look in the present and will die as a virgin.

Also there are memes about sygmas or "I can't believe he didn't cry for titanic [+the last bird of it's kind, singing a courting song]".
Sure there are good men out there. But 99+% won't give a shit about the freaking bird. Just like there are "Karen", there is also a name for "male karen".

Also me, you, anyone, feel bad for war victims but in the end we do nothing. Some good urban CNs sometimes give this kind of nice truths. We are hypocritical. A person can think he is a good person if he feels bad for a victim in the news, but in fact it's false. The true good people that voluntary people that use their free time to help people. People that give donations to help and not companies that give donations so the states reduce their tax.

Another truth which is mind-blowing from a CN : Humans always do stuff with a selfish goal. Acts that don't have a goal don't exist (unless maybe being crazy). Even acting kind to others is in fact selfish. Why ? Because you will feel happy you helped. And you probably don't know you are trying to please yourself.

And a last one : Probably you heard of this before right ? "I don't care of the appearance but i care about the soul". A really unknown but masterpiece wuxia old CN had the brother-in-law of anti-hero smart MC

Problem, our society made the "goodness" being ignored.

1) Being evil is easier to get ahead. Now if someone if could get 500k by killing someone and NEVER EVER being found out, most would choose kill.
2) People in control are often bad and show bad example
3) Evil propagated too easily thx to internet
4) Capitalists worsened everything by being selfish and not thinking for the customers first
5) Laws is something to control the mass and help the rich (it sounds conspiracy or bullshit/chuuni but it's true)
6) Greed makes bribe rampant
7) "The dragon killer turned into a dragon" rule that happens often

I once seen a short video showing the bad sides of "modern society", and cited a bunch of "sins" with a corresponding modern photo. While when it gave "good qualities", it always showed some nice images of previous era or even before.
Yeah, this is why i enjoy writing slice of life or overall light-hearted stories, it is a break from this crude world. It kind of frustrates me that despite living in such a world a lot of people dislike these stories, seeking even more edgier things... I mean, I do also enjoy some nicely written grimdark but i feel like slice of life stories should be appreciated some more. I guess as you grow older you realize they're not so bad

It depends to be honest it works well in a comedy show like South Park, but you still need to make your characters likable tons of comedy shows like the previously mentioned south park does this very well. However, they still make their characters likable, and in a story like reverend insanity it works well too, because i understand why the main character is a jerk.
and even IRL we have garbage people doing garbage stuff to each other there a few people you can call good wee all done something so terrible its unforgiving

Evil moms would be dropping, starving, drowning, and downright slaughtering so many of their babies that it would be a wonder any individual human cubs could survive at all. Let's say that you have a setting where everyone is inherently evil.

Not everyone practices evil, because that would mean the concept of evil would be lost. What happens is that when the opportunity comes, people are more likely to commit evil acts over good. And even when they commit good deeds, they actually meant it for evil. In some cases, even when they think they're doing good, they are misguidedly doing evil.

Examples are:
1. A poor malnourished girl falls in front of a horse and is trampled to death. Instead of feeling sympathy for the girl, everyone was discretely chucking, saying something along the line of "lol what a dumbass" or "it's her own fault for falling in front of a horse" or "eww, I got her blood on me!" or "aww, pity, she's so cute, I could sell her for a profit" or "it's her parents fault for not teaching their daughter manners".
2. A family is on the verge of starving to death. A merchant comes and offers to take care of them. The mother and her children are grateful for his help and swear they won't forget this boon. But the merchant was not doing it because he wanted to do good. He helped them because he wanted to see the look of despair in the mother's eyes when he rape the little girl, skin the boy alive and throw them into a starving wolf pack. He hasn't even met the family before but he just did it for shits and giggles.

What kind of world would such inherent evil create? How would society function when the majority of people, from the noblest of men to the poorest of commoners have a propensity to choose evil over good? How would the concept of 'good' be practiced in such a world? How would 'good' remain in such a world?

I don’t think that’s possible, or else it’ll be totally imbalanced. Nothing can exist without balance. A complete utopia or dystopia cannot truly exists. There’s no evil without goodness, and there’s no goodness without evil. One cannot live without the other, or the whole concept itself would cease to exist.

For example: if everyone is evil, then there won’t be a concept of evil, for concept of evil means wrong. So, if everyone does it that means there’s nothing wrong with it, so then the concept of evil will just cease to exist. That means there’s no evil in this world.

It’s just impossible that such a world would exist. But let’s say that it does, then I think it will collapse as soon as it comes to be.

There’s also no point in reading such a story because you can’t take side. If a little girl is being trampled on while everyone else is cheering. At first glance it might look horrible, but if you think about it, that little girl is a pure evil as well according to the concept, so you need not show any sympathy for her if you show the readers what she’s done before this.

It’s just gonna be another moment of a villain being trampled on by another villain. You won’t feel any sympathy; only satisfaction. And like I said, it will just collapse as soon as it comes to be.

But, assuming you mean our, a modern globalist concept of evil (that is, frankly, very contradictory at times, and is probably as useful as knowing that a horse is a mammal), then they would live in an interesting world, should they be able to create a functioning society.

Well, I did try to do the same world as stated by @Ai-chan and discover that it is really, really stupid to based a world off of The Hero Who Seeks Revenge Shall Exterminate With Darkness. Everything in that world is shit, from the shitty nobles and royalties who enjoy trampling on the hero just because they believe that no one should be above them, to the research facility who abuse the young men's trust of the hero and the SINGLE village who commits murder and robbery just because they can make a quick buck. That's not how the real world works, no everyone wants to watch the world burn.

The notion of good and evil to me is subjective, but here is a disclaimer that I am not a pro in the topic, just a coat-tail rider who had gone through the first half of Sword of Coming.

And having being spammed by CGP Grey videos, I believe that good things have a plateau while bad things can go down to hell (when I think I am at the lowest, someone would throw me a shovel) .

Then there are the three circles of effect, note that the effects (good and bad) are to and fro, though the vector, scale and timing is completely off (so much for the BS Chronological and Scale theory) and karma can be a real crapshoot.

The first circle is the individual circle, it is where that the human Id and Ego are the wildest and selfishness/ self-preservation is the driving forces. I Want, I Need, Me Me Me. This is for the individual and take note that while this circle is the smallest, it is also the most important because this is you. You die and the true you no longer exist, just figments of others' imagination should they remember you.

The second circle that enconpasses the Individual circle is the familial circle, all your friends, families and good relationships are all clustered in here.

The last circle that encompasses the two is the societial circle. Anything and everything that does not fit into the two circle is over here. Though this circle is abit whacked because it might include your enemies with people you don't know or even care about. But since this is oversimplified with the Us vs Them thinking, I just rolled with it.

For the record, being good TO a circle often means to take (bad, as in the oversimplified good = give resources and bad = take resources) something from the other two circles.

So the main thing is, assuming life is a zero sum game (it isn't, really it isn't), when one circle is laughing in joy, the other two are weeping. For the individual to receive, it can be tangible like money or intangible like prestige. The same goes for the other two.

A little bit of derailment from my rant above, I tried to write a work about everything being evil. Not just commiting a crime; but not doing anything when evil is commited is being evil, trying to do good and fail is evil and doing good that resulted the ending being evil is being evil. Needless to say, I hate the Chronological and Scale theory and how much it fucked up the entire mindmap.

So thr notion of the entire world being evil is rather dumb. There is a phrase call "things will develop in the opposite direction when they become extreme" , the world can't be run by pure evil higher power, it needs altrustic people as coal for fuel.

Society just can't function when everyone is taking, meaning somewhere, there will be someone giving, either out of goodness or out of necessity.

Slavery would stick around, and there would be constant rebellions as people's thirst for power and wealth out stripes their long term planning. Basically just China or X warlord country in SE Asia/Africa, but world wide.

I have another thought about your first example.

It is not an evil world, just a needlessly cruel one due to the harsh ways of life forcing the malice out of people.

For the record, these people do exist IRL. But whether or not do they act out of their desires is much to be debated. Normally people would just shut their brains off and not give a fuck (bystander effect) because it is the easiest and safest way of life. This uncaring attitude has deeply rooted itself into the society, but that does not mean that all is bad, there are still good in the world.

As for your second example... it too hits very close to RL because of some, not all, uber powerful might form a god complex or have desensitized too much to even feel proper human emotions. This is NOT the behaviour of all powerful, just the ones who isolate themselves too much from the human society.

I am shocked i encountered another person that also got the same thinking like as me. Fighting is mainstream but too much praised. Slice of life novels were unpopular and rarely translated. Not lot of wholesome mangas before. And people didn't know there was "urban" genre for CNs not about fighting.

Despite liking slice of life, i once encountered a mega unique urban CN that had 0 drama where (korean) househusband rich+talented MC is married to a korean wife. But strangely, it was sooooooooooooooooooooooo slice of life, that i strangely didn't read far. Which made me understand that sometimes, drama or interesting stuff, are a spice that elevate the quality of novels but need to be well controlled.
Spoiler : author can use a few paragraphs to write about MC taking of cats. With an arc about MC bringing FL to his op family house for the new year.
That show that going too much to extremes are sometimes not good choice. XD

As a veteran reader, you can trust me for this 2 recommendations. For example, the safari park MC caress and hug the middle-aged female tiger, and even tease a really beautiful silver fox (arrogant tsundere). No bullshit xianxia, no fantasy, just MC having a system and a zoo.

It is a unknown because readers prefered good MCs and EVIL MCs like RI. But never the in-between anti-heros.
This old CN got a TRUE anti-hero with IQ MC. I couldn't believe i paused reading after the few early chapters, FOR YEARS, when in fact it was so good. The MC think of other humans like trash. Which is true. MC is anti-hero and not evil because he cares about his loved ones but consider other people lives as worthless or to be used.
He can poison, bomb, use diseases, drugs, COUGHstdCOUGH, threw people in shit pit, castrate bad guys, don't hesitate to command soldiers to cut random people that block him, etc
The guy got 0 muscle strength but all IQ. And FL is as sweet as the FL as Doupo Canqiong.
The small problem is the few beginning chapters that don't show the brilliance of MC as he is not married yet to FL.
In fact the MC could rival RI's MC. If he lost his loved ones. And once threatened to destroy the world if FL died.
MC is probably ruthless, shameless, NO LIMIT TO HIS MEANS (which is the best and can't appear anymore in CNs), but in the end, you find out he is just a good guy that only care about wanting a good life. It's just that humans are shit. Even himself know his bad points. He acts playboy to other women but when women try flirting to him, he retreats. His main goal that never changed is "To have no more hatred in the world". Which is mindblowing if thought carefully.

When i heard this sentence i didn't believe it, but when i thought about it, it is quite true. Because I once shared ton of stuff or just memes in discord channel. Can you understand the pain i feel when you give ton of stuff, but there is no feedback or a simple "thanks" ? It's like throwing stuff to the void. It's pointless.

i think if such a place was ever to see kindness of the MC, it would be a great plot development where it could have been a foreign concept for them. if they see its benefits they start practicing it themselves.
but when it really comes a time where it is life and death situation they betray MC, and you can make a plot story development further according to your choice.
whether your MC abandons them, helps them still or revenges them

Well, scientifically speaking, a dolphin raping another dolphin is just a reproductive strategy, they are pretty intelligent animals, so if other dolphins don't see anything bad with it... do dolphins really think of it as evil? It makes you think. Humans, on the other hand, DO see rape as evil and WILL take action against a rapist, usually in the worst possible way.

Returning to selfishness : (Warning it is a very exagerated analogy to pass my point across) I think any kind and rich person that personally give money to poor people wit his own hands, would stop doing it, if he sees people taking it and not being thxful. Years of doing it and never receiving one thanks. Humans try to dodge not doing things that don't please them. The kindest person on earth would give up being kind if he never received thanks his whole life.
That is not the scary part. The scary part is how the poor might think he is entitled to take money from the rich and will hate the rich for stopping.

That's why there is a chinese proverb that stated "give a little and they shall be grateful, give a lot and they shall be complacent."
