Look at the German occupation of France. The French did minor things like manufacturing sabotage, stink perfumes, sneaking other countries’ spies into their country and French civilians out of the area. Typically, if most of your land is urban, then you can’t do much against occupation with firearms. If you have land where you can grab the home field advantage, like forest, jungle, mountainous terrain, etc then guerilla warfare is effective.

I don't know. With modern day it would probably through sleeper agents and instigating violence between the citizens. Though that doesn't mean that some would just attack head on.

Government fails when the people fail to hold government accountable. Revolution only happens when enough people (my estimate is 70%) realize what’s going on and half of them do something about it.

Most countries these days don’t even have 50% of people realizing what’s happening.

Most countries these days don’t even have 50% of people realizing what’s happening.
And let's not forget, while people busting on corrupt goverment officials homes, rioting on streets and slowly taking the governing body down may look cool, but it won't happen unless military let's them to do so.

Military and FBI who are controlled by very specific politicians right now.

Maybe not by the country in question, but a neighboring country can see it as an opportunity.

In Korea there were peasant revolutions in the late 1800s and the empress got assassinated by japan, they claimed some ports and a few years later annexed the whole peninsula.

The thing that people fail to recognise is that it's not 1800s, or 1900s. It's not viable to conquer the lands or countries anymore. It's a lot more profitable to use third world countries rather than concquering them. When you conquer something, not only you need to spend the money on controlling it(by using army, police, etc), you also start using the same laws. This means you can't use child labor, paying less than minimal wage, and so on. So only corrupt governments will try to conquer other corrupt governments. And even with that in mind, most corrupt governments don't have the strength to do it, because they are, well, corrupt.

Basically, what @SailusGebel said.

But neighboring countries exploit leadership and put people in power who can exploit those other countries rather than annexing them.

Third world countries remain third world because the people in those countries don’t know how to resist exploitation. Even people in first world countries don’t know how to do that, hence you see a dumbing down of people in the west through education.
