i think the ones you're refering to are mostly the ones that are adaptations from korean novels, and yeah, they're all the same because they all copy each other, it's the novel authors fault.
any other webtoon that is original and only done by a single person usually have some originality and soul to it, but novel adaptations tend to be mile a dozen, mass produced even more than the indie webtoons we used to know before.
i think its pretty clear that this "samey" phenomenon comes from very popular series that then create a fanbase around them, other authors aiming to earn money then will try to copy this new series and give it their own spin, appealing to the big fanbase of that series and feeding them more of the same so they dont feel so bad waiting for their beloved series to publish new chapters.
this has been done and overdone so much to the point anything produced now, aside from a few ones, is complete slop that doesnt even try to introduce the world building, characters, or anything, and go straight to the key points people care about, such as action, self insert, bragging, and power fantasy.
over time stories get more and more "to the point", until they become completely blank, hollow stories that can't even be called "stories" as they're completely designed for the reader to self insert as this awesome guy even if nothing makes sense at all.
what's worse, readers have been so brain rotted with these novels/webtoon that they start to get angry when a story tries to be genuine and not do something generic, they get furious when side characters are given a speck of spotlight, or when the main character shows any weakness or emotion that would give them a clue he's not "literally them" and in fact, a character with their own story and personalities.
the audience has become an horde of zombies demanding nothing but brainrotting slop and have no patience to read or try anything new or different if it doesnt look like their favorite series Solo Leveling or something.

Western U.S:

From cartoon strips, to comics, into the more detailed animations. They regressed into possibly the worst type of art form and plots out of the entire world really. From what I have seen.

Japanese:

Same art style, mostly same plots, themes, etc. Probably one of the most questionable cultures.

Korean:

Same art style, more diverse plots, themes, etc. Really just depends where.

It goes on and on, but what they surpass is the U.S current way of doing things for the past 15 years or so.

Depends on the webtoon, sweet home and your letter for example has nothing to do with what you would usually picture if someones says webtoon. I do agree that the website does a disservice to the art by making it vertical, that leads to a lot of empty spaces.

As for why the girls look like that in korean or chinese webtoon, you have to remember how much beauty is valued over here to the point of being somewhat toxic.

You're also not really free on webtoon, I'm pretty sure I remember an author saying they couldn't include something in their story because they were explicitly told they couldn't. There's some story about the work environment of the webtoon platform.

I hard disagree on the art part, I actually think it's the platform that restricts them, even though I don't think it's on the level of Mr Miura, majority of people on webtoon are good artists
