I believe that propaganda's main concern is exposure (as opposed to converting rate). Psy ops work by appealing to emotion and repetition, because humans are animals that use rationality and self awareness as a last resort when they encounter a recurring issue. People will fall for memes if they see it often enough

Plus, gay character being OP doesn't necesserily means he is woke.

My party will hire a character that is the mouthpiece for the devs' ideals, even if they're blatantly portrayed in unrealistically positive light and flawlessly lead to a perfect good ending like an average self-insert, because they're mechanically strong and feel good to use.

While another character is a subset of population that the devs hate, and is blatantly portrayed as a loser while insulting the player's intelligence, won't receive any care from me cause I'm playing a game and I don't give a shit about a fictional character's problems if it hinders my enjoyment of gameplay
