The way I understood it (from New Mutants and the Official Handbook to the Marvel Universe - the TV series Legion seemed to tweak him a bit more) was that he can fold space and time to "capture" anything he wants. If he captures a person with powers, he gains their powers, to use at any time, but if they have a strong will, they can sometimes take him over, or if he decides to "retreat" for some reason.

Great power, but if I could turn invisible, I'd become a supervillain. Imagine never having to get a job because you can sneak into any store and steal anything. I need shelter? steal a tent from the outdoors store. Hungry? Steal a Costco rotisserie chicken. Bored? Start beating up mimes as people watch what they believe to be the best performance they've ever seen in their life (LOL JK). Greedy? Sneak into an all-cash business like a strip club and start looting the place.
