What do you think the F is really? Here is my answer.

And why do some peeps think it's souls-like?

The F stands for French Fries, probably.

People think its a souls-like probably because it's "hard" and there's dodging involved, idk.

I saw enough combat clips to see how someone could call it soulslike. It’s a shallow comparison, but it’s a melee focused system where you have a quick dodge move and have to manage a stamina meter.

Mostly I think it started as a way to make fun of the fact that a random, ostensibly normal teenage girl in a horror game was flash stepping and fighting enemies 2-5 times her size. Konami, given their absolutely awful management of the franchise and outright disrespect for beloved icon Hideo Kojima, have hardly any inherent good will to draw upon with many fans.

Silent Hill 1-4 had pretty clunky combat mechanics, whereas this game seems to be taking its cues (melee focus, weapon degradation, dodge and counter mechanics) from later and more poorly regarded titles like Origins, Homecoming, and Downpour. Probably with the logic that modern audiences would not step into a game with deliberately shit combat meant to disempower you and encourage avoidance and think to themselves “ah! What a delightful artistic decision.”

The Silent Hill 2 remake had more fluid combat and seems well regarded, so it’s not like tuning up the mechanics is an inherently bad thing. Still, anything Konami puts out these days has earned suspicion. Lots of it.

The more I see of this game, the less it looks anything like Silent Hill. I'm 99% sure the decision to make it a Silent Hill game went something like this:

Konami executive 1: "We have this action horror game based on Japanese mythology, but we're afraid it won't sell well because it's not part of a recognizable brand. What should we do?"

Konami executive 2: "Call it Silent Hill. People love Silent Hill."

Konami executive 1: "But this has absolutely nothing in common with Silent Hill."

Konami executive 2: "Make it foggy."

Konami executive 1: "GENIUS!"

Idk. My dad's playing it. He put in 4 and a half hours yesterday alone. He's not a giant Silent Hill fan, but he likes some of the ones that have come out in the last decade or so for later consoles. You know, the ones people bitch about. But, seeing as he isn't a giant Silent Hill fan, he doesn't approach these games with the mindset of one, so he just enjoys them for what they are I guess.

Just like me with Fallout 3. I ABSOLUTELY LOVE Fallout 3. To me, it's better than New Vegas. I didn't play the older ones, you know, 1, 2, and Brotherhood. I COMPLETELY despised Fallout 4 and Fallout 76. I played New Vegas and all the DLC 4 times each, meanwhile I've played Fallout 3 and all the DLC 11+ times and counting. I say "11+" because I stopped counting after 11 playthroughs. I've played more than 11, but don't know exactly how many more.

To me, Fallout 3 is utter brilliance, but people who are major fans of the series as a whole, would hiss and spit at me for saying so. So, I don't approach the games as a major fan of the series as a whole. I don't pretend to know the lore in any meaningful way. Therefore, I'm sure I miss a lot of nuance and mistakes that would cause meltdowns for major fans. Much like my dad and Silent Hill.

He's a big horror game fan. So far, the only game he's played that pissed him off royally was Callisto Protocol. He spent two days on it (for a total of 10 hours of playtime) and noped it away.
