This reminds me of a very good rap track made by a dude named ICD, the track titled "Cuốn sách mẹ tôi thường nói" or "The Book My Mom Used To Talk About"
It talked about how the rapper used to struggle with mistake and risks, and he ranted "In hindsight... If I had known... Only if... If..." and his mom said "Then why don't you buy the "Hindsight" book and read it." implying life is all about risks and mistake... Such a meaningful thing.

I based that comment on your explanation. Villainess' Declaration uses reasoning to neutralize the effects of absurd powers. If Seymour can prove the attack can be blocked, then she can simplify it and use less effort to achieve the same outcome. Coupled with the fact that she provided it, I thought the deduction would have made sense.
So you're telling me that Heroine Ssemouy has access to Seymour's powers? Well, considering she could make the impossible possible, she might have access to them... Additionally, how aware is the heroine? What level of knowledge does she have access to? She seems to know quite a lot.
The Kis-d bullets were designed to confront eldritch entities, not to counter villains like Seymour, and maybe that's why S allowed their spread because they don't harm her. I guess as long as the declaration is reasonable, the effect of Kis-d is negligible.

So, it's a semi-alter ego, as the personality doesn't completely differ. We could define her as a version of Ssemouy from an alternative timeline or dimension. An impossible What if that has become possible. Can they coexist at the same moment? The power of the heroine would allow it, and it could also be a way to resolve the story in the future.

I like the choice of green; in my headcanon, it seemed to me or I like to see it as a demonstration that she is part of the Eldritch Family, having the same hair color as Danny and her brother Matcha (and this would confirm the blood relationship).

In this context an arbiter is one with authority to judge. She has judged Watcha as an anomaly to be purged. As for who she is judging for? Who knows?

Not to mention Sophisms are totally in character for her to propose.
Given she told me she has a savior complex, essentially she considers herself justice and the judge, legitimized by someone or something extremely powerful. Or can she make the impossible possible, thereby making something unjust, just? Watcha didn't deserve to be eliminated; he has the right to exist too, yet she would have eliminated him without issues? The vibe I get is of a yandere heroine, influenced by Ssemouy and Seymour. After all, as much as a heroine, she is still Ssemouy. As much as the impossible made possible, at the core, she remains a Villain. But that would be like dividing the world into black and white, and moral alignment doesn't determine the roles of Villain and Hero. I'm rambling... Sorry. A complex character.

I tried various methods, even thought some letters were Cyrillic, but unfortunately, I miserably failed. I'm so ashamed.
I'm missing the key.
I tried replacing the numbers and special characters with letters and with what I obtained, I basically played Scrabble and tried to compose sentences.
The conclusions I've come to by anagramming what I've surmised might be the following. They're surely not the solution, but I like them because they could fit with the lore, or at least I believe so:
1 "A fake veto bends peace."
2 "PEACE, VOID, DATE, BE."

No, it's just her true nature, her actual power is:
She can make the impossible into something possible. It was what allowed her to exist in the first place. If something has a 0% chance to occur, she can make it 100%, if someting cannot fail, she can make it fail. Even if it contradicts something that already exists, she ignores that. As long as she can concieve of it.

Her personality is quite childish though since she doesn't have the same experience as a regular Ssemouy or Seymour. So her imagination would lack complexity unless she observes others. Which she likes to do as with Mary Sue basically her copying Scarlet Apple and mashing Midnight's abilities with it.
How far does this power extend? Can it resurrect the dead? Can it give meaning to life? Can it travel back in time to the Big Bang? Can it prevent the Big Bang? Can it erase the universe's very existence? Or is its power limited to physical objects and tangible powers?
Is its only limit dictated by her childish personality?
Does this bypass defensive abilities like Imagine Breaker from Toaru?
Though it would definitely fail against Seymour. Villainess' Declaration has clear restrictions and downsides, and is basically a more detailed version of game balancement.
Indeed, Matcha/Watcha do not consider Seymour a Mary Sue.
This power was not generated to counter Seymour, but was born to fight the eldritch entities that caused Matcha's numerous deaths. The Villainess Declaration is a much more refined and elaborate power and shares little with Watcha's. The declaration is much more flexible and can be used offensively. GAME BALANCEMENT is only a defensive ability and works only if the ability or power hitting Watcha is not adequately balanced or weighted by limitations or counterbalances.

This child is called Mary Sue. I conceived her myself. (^-^). I've observed people like miss Azure and miss Midnight, and thought it would be incredibly cool to have her do lots of things! She can multiply infinitely, be infused with any element, attack concepts and erase people ontologically... I'm still not done with the list, though.
The Mary Sue weapon would have been ineffective against Watcha unless it had an equally heavy drawback to compensate for its power.
A normal rapier would be much more useful against Watcha.
If Watcha had had his gun and Kis-d bullets and managed to hit the heroine, he could have also prevented her from multiplying infinitely. At most, she could have created one Mary Sue clone.

It's a great question, and although I don't remember Toaru very well, I think Imagine Breaker would win in the comparison.
[GAME BALANCEMENT] acts by neutralizing powers considered too powerful or without an adequate counterbalance, while Imagine Breaker can cancel any supernatural power upon contact. The two powers could theoretically cancel each other out if they came into direct contact.
Imagine Breaker does indeed have limitations. The most evident is that it's confined to Touma's right hand, meaning it can only nullify supernatural powers when touched with that hand. This exposes him to physical risks from opponents using non-magical means in combat. If [GAME BALANCEMENT] attempted to neutralize Imagine Breaker considering it an "unbalanced" power (since it can nullify almost anything supernatural), it might not have a direct effect on Imagine Breaker itself, due to Imagine Breaker's unique and inherently neutralizing nature.
