Depends on the aura they exude, really. Generally putting a handicap on yourself (assuming you don't throw hands) means you're either confident you'll win or overly cocky. Most of the time I've seen the former be used more

For me it's cool.
It's more funny than anything, really.
Sometimes it's in a medieval manga where the mc is wearing plate armor that probably have no pants pockets since its chain mail!

Which makes it even more hilarious, because the mc is just pretending to have pockets to look nonchalant.

If it's done to a character that was just introduced it's lame. You don't know him and he's acting like a clown, which is both good and bad considering whatever scene is in. When the character who's been there at least for a while does it, it shows coolness, like, "look, i can defeat that dude without my hands because he's weak/i got strong".

Add third option, both.

Depends. If the one doing it is using magic and doesn't need their hands, it's cool. If they are showing off to make a point by just dodging attacks to school an arrogant young'un who thinks they're top shit, it's cool.

If they're actually fighting like that, and throwing kicks or whatever, it's stupid bullshit, arms are necessary for balance if you're gonna be throwing kicks. And generally kicks are worse than punches anyway because they leave you balancing on one foot, making it easy to knock you down, and hard for you to disengage.
