It is at this point as I typed this, I giggled at the hypocrisy of Naruto. "Hardwork can make you go to the top"... what happened to Rock Lee in the first season then? What happened to Might Guy in Shippuden then? Naruto himself is hardworking-ish (ignoring his idiocy), but let's not be completely blind to the fact that he has a deus in his tummy in the first season and in the second season, full blown nepotism × MC is special treatment.

What about wuxia that supposed to showcase meritocracy because its audience is mostly a bunch of 99%? Packs of lies. Guo Jing is the son of a famous general and that nets him a bunch of masters teaching him kungfu (granted the seven freaks are terrible teachers and the MC is an inflexible block of wood whose greatest feat is GRIND to git gud). Must be nice to have one of the superpowers to be "Screw the law, I have connections!"

This is coming from a cloutless loser with no connection... and yes I get that having connection is like buying battlepacks that grants you boost in EXP and drops ONLY if you play, so hardwork is still paramount...

After wasting three paragraphs to write pointless rants about why I am poor, let me start on the topic about mages versus mutants.

For context, the mages I am referring to ranges from pure DnD wizards, those that studied hard and earn their magic, to hybrid wizards with a dash of Coffeelock, ie better magic bloodline for higher affinity in magic and larger mana pool, which are standard in the typical novels.

Mutants are mutants... as low as the useless Epsilons and capped at Alpha levels instead of Marvel's Omegas (because they are demi gods).

In terms of power level for both, I am capping them both at city destroying level, that is a mage can cast a city destroying spell with his own life or a mutant capable of nuking an entire city but it burns him out as well.

I was thinking to include both a mutant capable of learning lower tier magic and a mage capable of mutating thanks to mutagen ooze, but then the fight between the two will be too crowded and confusing.

Tldr: between a standard mage that can cast shield, fireball and other standard magics versus Gambit, who has a higher chance of victory?

Gambit, because he's a comic book character and Marvel will always pull some capeshit to bring him back from the dead or clutch out a victory or up his power level.

Magic is more versatile, biotech is easier to train. If we take a capped out mage, they win because they can shut down the mutant's only ability while exercising a range of counter attacks.

However, if the mage doesn't have the skill or diversity to shut the mutant down, the mutant will probably be able to overpower them quite easily. They were training the blade while you were reading books.

You know, whilst making this post, I was half expecting someone to provide me with a counter-argument that mutants can beat a mage like your explanation on how a mage without the proper set of skills will possibly die to a mutant who is now on the warrior route.

Which is very good, because I feel like people are kicking warriors in the nuts too much for being "just a moving target for the flammenwerfer".

Also, Alpha classes in X-men have Kitty Pryde aka Shadowcat.

So yeah, don't need to limit too much on nerfing mutants.

As for magic... up to level 4 Storm Sphere type of prowess I guess.

Being a magic supremacist, I literally feel physically hurt from typing this.... But mutants. You have to cast and train in magic, it's expensive and time-consuming, while mutants just have to fornicate a bunch.

I love how Lee's fight ended. Hard work doesn't always beat talent. In fact, more often than not it loses. It's a very real message. Much more impactful than if he'd miraculously won in a very shounen fashion.
The theme of this fight is that no matter how hard you're hit, no matter how low you fall you can't give up, you can't give up on your own hard work. Because if you do, then it's worthless. Lee was in despair after losing, he lost his will to live and try. It was a test of his own character, and by clawing his way back to the top he passed the test. Once again it's a much more real and impactful message.
As for Maito Guy's fight, it's a story coming full circle. A very popular theme. I could try to explain the message of this fight but it would probably take too long.

For mutant versus mage, I'd probably put my money on mutant. For them using their abilities is instinctual, which gives them a massive edge over the mage who has to calculate every move, and split his concentration between fight and casting spells.

Wuxia/Xianxia and meritocracy simply don't go together. Sure, you need hard work if you want to reach the top, but at least 50% of the result is always your inborn talent (or lack of thereof) and without the resources of a powerful clan, you will only ever be an ant. And a descendant of a powerful clan without training will always be stronger than a tallented, hardworking nobody without resources.

As for the actual topic, in a straght fight of a mutant and a mage of the same power level and without one or the other being a counter to their opponent, my money is on the mage, who is likely to have advantage in intelligence - but the mage has to stay wary of getting beaten in a fight of attrition or letting the mutant get close enough to use their pressumably better physique.

But since we can't expect the actual fight to be fair, even a weaker mutant would tear a mage a new one if they catch the mage by surprise, where a mage in a reversed scenario would have to be strong enough to kill or incapacitate the mutant in the first shot, or prepare the playing field in advance, not letting them get close or it would get dangerous, and an army of mutants would have a hard time attacking a position of entrenched and prepared mages, where the mages would just blast the grouped up mutants to oblivion.

I seen couple of fics where mutants in marvel were untrained natural mages (bloodline sorcerers) or elementals. Don't remember names.
Still, you limited the range of power for mutants and wizards at "city destroying level" and at this level DnD wizard will be stupidly powerfull and versatile. I mean, it is a wizard with access to 8th level/circle spells.

Flashback:
Mystique: Never have I cheated on my GF, by knowingly sleep with my GF's foster mother that had shapshifted into my GF.

*Gambit was the only one to drink.
Rogue's foster mother Mystique was displeased with Rogue's choice of lovers and infiltrated Xavier's Institute by shapeshifting into a student called Foxx. She joined Gambit's squad in an attempt to ruin his relationship with Rogue. After Gambit resisted her charms, Mystique reverted to her true form and then offered Gambit something significantly more difficult to refuse: she transformed into Rogue and offered Gambit a Rogue with whom he could have a physical relationship, claiming that she was only trying to help relieve the increasing frustrations between the two lovers; "... if one of you could have some physical release...". Rogue eventually discovered her mother's presence in the school and that Gambit knew she was there. To date, Gambit denies that he slept with Mystique, but there is yet to be a verification of his account.

On the stage of the tournament, Gambit is laying face down on the floor waiting for it all to be over, the mage staggers closer flinching at their joint pain as they pathetically flail their powerless arms on the unresponsive Gambit.
