If they aren't on a VPN then ya. The great firewall scans the text and image meta data of any foreign site pages before allowing a connection. If it detects a blacklisted term or data point, the page won't load and the citizen will lose some social credit. If they repeatedly try and load the page, they might get some visitors kicking down their door.
It would also stop them from uploading to any site hosted in China without manually going in and cutting it out. Since the majority of their process is usually automated that would result in it skipping the story with that text in.
In the best-case scenario, the CCP has shut down entire websites for having references to Free Taiwan / Illegally Occupied Mainland Taiwan / Tiananmen Square.
