[Character
background: One day he just randomly woke up, no past, no memories, no nothing. He was just born as a personification of the world.]

I'm using a character sheet to make sure i don't lose or forget my information, but its been a really long time since I played d&d. Can you tell me how many I select? is it one for each ability score, or more? And for ability scores do you roll 4 d6's and subtract the lowest value? or let me know if we are not following those rules.

I'm just re-reading the rules from the D&D Beyond site to catch up on what I don't know, because the whole Skills and ability scores confused me, how do we choose our skills if we don't have ability scores? and that sort of thing.

Since we are making worlds, is there a need to have custom characters like gods? I understand it is necessary for the game, but shouldn't we focus more on building our world and commanding it as a god, less of the god personally fighting?
I compared this idea sort of like chess, each person has their world (pieces) and they have to play them against other players/ other worlds (Opponent)
D&D focuses more on creating a character, not a usually in my experience a world, and then playing in a set sort of world. Going by what you have asked for, it would be ideal to have a Godly vessel that goes to other worlds D&D wise.

Personally I am good at making games, similar to D&D if you have seen my I&A series, so what you are go for is crafting a kingdom building game with D&D options.

I don't really have to play, I can instead help you with the game creation. In my opinion, you should take the ability scores, and the freedom of D&D, and apply it to the gods managing their worlds. Whenever there is options you can take checks for things, but most of the freedom can go to the player. The DM can give options but its up to the player if they want to think outside of the norm.
Maybe later in the game once players have a better idea and control over their worlds will they then attack others worlds.

All of this is just my advice, but you can always ask me if you need more I guess. I have a full game already in mind, if you want to hear it you can ask, but here is some of my advice right now.

So keeping your Planet rank Magic and Science I changed Magic and science into resources, and added three more, that the world will use. The players will start with a set amount, but taking turns they will go through decade/centuries of their world. Every decade/century they will roll two dice and either get an advancement increasing their resource, a neutral where you sacrifice a resource for an advancement, or a disaster where you lose an amount of resource.
Once at least one of their resources, (except for Sin and Virtue) reach a set amount they're world will go up in rank. Once they get to a certain rank they can prepare their forces to battle with other players. Example: I reached 10 in magic, so now my planet is rank 2, or I got Magic and Technology to 10 My planet is now rank 3.
Sin and Virtue is the resource that will hold armies vs individuals. The more virtuous the world the stronger the people will be as a whole, the more Sinful the individuals are stronger then being together. Example: A whole army vs Mercenaries, either side might win, depends on how they are played.

Here is my simple Advancement/Disaster Sheet.
Advancements/Disasters:
  1. Nothing, you can’t get this number with two dice.
  2. Disaster (-4 Any Resources)
  3. Disaster (-3 Any Resources)
  4. Disaster (-2 Any Resources)
  5. Disaster (-1 Any Resources)
  6. Neutral (+ & - ; Exchange Resources)
  7. Neutral (+ & - ; Exchange Resources)
  8. Neutral (+ & - ; Exchange Resources)
  9. Neutral (+ & - ; Exchange Resources)
  10. Advancement (+1 Any Resources)
  11. Advancement (+2 Any Resources)
  12. Advancement (+1 All Resources [Must choose between sin and virtue])
