I like Clippaint studio. It goes on sale once in a while. I remember picking it up for $15 bucks. I did eventually upgrade it for the animation feature. For free stuff, Krita is great. It has an easy to use animation feature. Same for Fire Alpaca. For vector graphics, I recommend Inkscape.
