That's a harpy, not an angel.
It has wings; thus, a part of a bird is in there. Harpies are a mix of birds and humans as well, but they are not the only ones that exist. Anything that has feathered wings has a bird in them.

Much like a demon with bat wings.

Who's to say those who invented the biblical ones weren't thinking of how free birds fly? It's why doves also represent purity, although they are dirty little pigeons that are pests in many areas.

Unless you're talking about the wingless angels—beautiful, divinely created abominations that enact the purest intentions, the answer is yes because they aren't human, even if they look humanoid. It's like mating with another species, which isn't bad, but a monster, in a sense.

You might be used to the Genesis 18 angels, the ones that come to Abraham and appear as men. However... there are the seraphim who are described as having six wings: two covering their faces, two covering their feet, and two used for flying, and the cherubim who are described as having four faces (of a man, a lion, an ox, and an eagle) and four wings. They are also depicted with straight legs and feet like those of a calf.
