Alright. Given the lack of debate and boredom I wrote those questions.

Let's say you're the one of the members of the super secret organization made by some coalition of gods to stop (more like to control) otherworldly beings that occasionally pop out in your world. Your world is a typical high fantasy world with moderate advance in technology.

You've been given a special task of searching and identifying System users.

Questions:
1. You know they can be anyone and anything, so where you would search constantly and why?

2. You've been given an archive with observations of those users. What action or set of actions would you search for in suspects?

3. How you would stay undetected by the system users that could have almost omnipotent searching capabilities (identify, observe, etc.)?

Those who have too high success rates already go onto the Board of Suspicious People.

Then deal with it using the simple fact of mathematic probabilities and go from there.

If I'm literally backed by Gods I'd just use that sweet sweet unlimited budget for cheats to do it for me. Come on, on one hand we literally have Gods, and on another we have poor disorganised grunts who got kicked out of their homes. It's not even a competition.
To be more precise, creating a world-wide instant surveilance system that looks for anyone exhibiting highly suspicious behavior based on some 10000 various clues, with a precision of less than 0.000001.
Anybody who checks out gets smitten.

Just look for someone that acts like a light novel protagonist?
Definition is too broad, you was tasked especially with system users (divine bureaucracy is too stiff), so you need specific ways to search for them.

I would search for large harems or reverse harems.
Good place to search constantly, I agree.

Good idea, especially if they have items that can't be attained in that specific period of time or place

I would look on forums that are attached to webnovel sites like these.

This is where people write and read about system novels the most so a real system user would probably search for it online and end up on one of these forums.
I would also remain anonymous online so they can’t identify me.

Too bad that they are stingy and can't influence you and the world that much. They wouldn't have a problem with other worldliness if they could fix it. So think it more in small scale than a global one.
Also, that surveillance system in that scale would take so much energy that it would become cost ineffective.

Make sure people with power get off easy legally. Keep track of your wealthy and powerful. When they start dropping like flies, you don't lose anyone special, and if their killer has a harem you've found your user. Probably.

Exactly. The Gods could design a massive enchantment that is omnipresent throughout the entire world that could act to contain anomalous entities and monitor the world in whole.

1. Anywhere relatively safe (Towns, cities, castles). Let's face it, as excited and hyped people will be entering a different world, I'm willing to bet that a majority of them aren't going to leave their comfort zone anytime soon.

Alternatively, Otherworlders might struggle to fit in and find themselves in slums or on the outskirts of civilization.

This is a pretty hard question, but suddenly hearing that a 10,000 year old dragon or something crazy like that just died will be a good place to check. So high-risk areas is probably a decent place, depending on how strong you believe these bunch are.

2. Language and literacy skills 100%%, unless they have an autotranslating System. I would ask them to physically move their hands to write something. The movements matter more than what's actually being written down if they do have this.

General confusion of surroundings which normally would be a common sight everywhere, constant sightseeing in relatively barren places, lacking knowledge of very common customs. Hell, certain accessories like glasses or, perversely, a mobile phone will be a giveaway.

Another way is to do a background check. Just ask where they're from, or say: "Are you from a different world too?".

3. Hard one. You'd think a super secret sect handcrafted by multiple Gods would have a countermeasure against a rag tag bunch with this 'System'.

But I think being identified as a messenger or herald of these Gods would probably be the best bet to get close. Unless they have some reason to fear them, they'd probably welcome it and feel special to have an Angel of some God of Light come up and 'bless' them.

If they're aware, then well... Maybe pretend to turn over a new leaf? A villain turns to good kind of story, then backstab. They 'hopefully' can't read intentions on top of your literal biodata, credit card details, bank pin, etc.

Answering your third question, I don't need to stay undetected. I simply need to hit the gym and do a lot of squats. With this, my ass will be in great shape, and the system user will try to add me to the harem. With this, I will have a free pass to do anything. Betraying the system user, using the system user to kill other system users, I don't need to search for the system users as they will look for my legendary buns, and so on.

I would have people stationed in wastelands, small towns, and area's that could be used as testing grounds for abilities. Usually these people would just live normal lives until they see something that could be related to an otherworldly person. Kind of like how the homeless people are in John Wick. Once someone suspects something then I would send out an agent to investigate by pretending to be an enemy that would threaten the Otherworldly entity. If they give off otherworldly powers, like a system, then the guy would do what he could to capture or kill them while if not, he would just say he's bored and just leave.

Then I need better defined borders. What do Gods give me? What do systems do?
For now I'll just create a holy inquisition - people like to shit on it like it's some barbaric institution but their experience is still used nowadays and is in the foundations of criminal investigation.
If we are technologically advanced enough - then I make KGB.
Those guys were damn effective and if they could do it, so will my Holy KGBeasts

They will gather and analyse intelligence, and investigate.

I'll also set the people to want to out the aliens. Even of 99 percent will want to keep the secret, the 1% will always spill the beans.

Who said they have to be secret? Only we have to be.

1. Inside cities and towns. They are likely to seek out sentient life immediately after appearing.

2. Frequent confusion or inability to use common place tools.

3. By sneaking into their harem

They can make you one of the strongest in that world, but with condition that you don't go crazy destroying the world.

Systems are invaders from another plane of existence that generate too much energy that makes the future unlivable. Your job is more to keep balance, more or less.

Making the organizations that hunt otherworldly beings is good, but has downsides of, let's say, accidentally destroying potential good for the world or gods. Remember, it's more about controlling than destroying.

they don't need to hunt, they have to get people to rat them out, package them and send for reeducation, for example.
While Gods would probably know better, I'd say messing with unnatural invaders from space is no good and will end up fucking you back in the long term - better to just dispose of them.
