If I see a cat girl on internet, I can say,
"Come here cat,"

And that would be cute



But if I see a dog girl on internet, I can't say, "Come here dog!"

I'm pretty sure both would be frowned upon.
Cat = woman of poor sexual morality
Dog = man of poor sexual morality, or person of either gender being dehumanized and cast down.

The phrase "come here cat/dog" would conjure images for these disparaging uses of the term rather than anything positive.

To expand upon this further, most of the problem is the fact that "come here" is a command. The commanding tone is most of what gives the negative impression. Also, neotinization (making something seem younger) is a way to further lessen the negative impressions.

So, "here puppy, come over here," which has more of a coaxing than commanding tone would be considered far more acceptable... unless you flipped it from "puppy" to "kitten." If you used "kitten" in that sentence then you come out looking like a total creep. However, "kitty" is a lot more acceptable because the use of "kitty" instead of "kitten" also neotinizes yourself in addition to the one being addressed.

So, "Here kitty" or "here puppy" are both acceptable, while "come here cat" and "come here dog" are both rather unacceptable.

I have always imagined those words - "Come here dog" as more of a command (you know because dogs are kind of useful and can follow commands unlike most cats? I don't know cats never listen to me), And giving out commands isn't supposed to be cute as long as you are not a sadist.

Just about anything a normal person, who is not the animal's owner, would say to coax over a dog or cat should do. "Here kitty kitty," or "here puppy" would do. "Come here puppy" works too, for the neotonization effect.
