I recommend playing/reading the VN’s of the When they Cry series if you have yet to. They are horror stories, that excell at building tension. I recommend playing them modded for voice acting and optional better sprites. Personally I think that Higurashi is darker and Umineko is more disturbing. Also, don’t worry if you were spoiled by the anime, if you have seen it, the VN’s are different beasts, and even if they were not you could easily replay/reread them a few times in a row without losing interest.

If you cannot afford or otherwise play the games, there are let’s plays on YouTube, however it is best to play them yourself if you have the ability to.

Going by the global numbers of people screaming in terror/horror/existential pain, it should be either LoL or CoD.

Old Silent Hills or Subnautica, really. Nothing beats the sudden knock on your door when you're completely immersed in the game...

Scariest: Dead Space - The fact that the audio literally gets more intense if you're running around everywhere makes the sudden bursting of enemies through vents feel like expected jumpscares even if it's been twenty minutes since it's happened.

Disturbing: Clive Barker's Jericho - Playing as the specter of a deceased commander over supernatural spec ops of people who were abused and mistreated their whole lives as they fight through a ripple in space and time filled with death and decay to defeat the mistake god created feels like a tragic and depressing journey that only gets more unsettling as the game progresses. I think if I remember correctly one of the bosses is literally weakened instead of killed by the team to be then torn apart by the souls of children tortured and fed into the ritual they used to gain invincibility.

Darkest: Fear and Hunger both games - The concept of being able to sacrifice limbs due to not having materials to cure an infection, the fact they can be dismembered, and the ludonarrative experience of being forced into a setting with no way of escaping unscathed and innocent make the oppressive nature and atmosphere darker than pretty much anything else if the goal is to survive and reach an ending, only one of which secures the survival of the player protagonist.

These aren't really based on every horror game I know of or seen but it's based on every game I have personally played and can attest in regards to my lived experience.

The only horror game I’ve played is Alien Isolation… but the scariest game I’ve played is Dark Souls 3… I have never screamed more than when I by some miracle am dodging a bosses attack in that game… the fear of being thrown back to the beginning and having to fight the boss again after getting back to it… I still have nightmares of playing though it-nyah.

If a game frightens me, its more often because I can't get the controls to work (e.g. Alone in the Dark II) so keep getting killed off in horrific and frustrating ways.
Some of the early FPS games had strong horror elements though - Doom, Half Life, etc.
I suspect the actual scariest was probably either The Seventh Guest or The Eleventh Hour (the latter had more frustrating than frightening moments, while the horror of the first one built up slowly until you solve the mystery, while 11H did try to keep the horror side going the whole time.).
