A miracle is linked to faith. So in story terms, the earning of it comes from a belief in God or, tangentially, some other character’s belief in God. To make it feel earned as you say, means to write about and build up a character’s faith.

I agree with @AiLovesToGrow. If a miracle is not linked to faith then how is it different than magic?
