I have heard about it a couple of years ago when I was on Wattpad. People were tired on Wattpad and moved to Radish where they could get paid for their stories.

Idk but I've seen people ranting in app reviews about how its paid stories not free stories to read. I believe the writers on Wattpad may have mention some sort of contract agreement with them. I don't use Radish, but I think and from hearing bout it, it sounds like Wattpad popular romance place. I could be wrong though since its been a couple of years and I never used it.
