Logistics is definitely the top for me. Can't do stuff if your army is hungry, homeless, defenseless, and weaponless out there. The second would be diplomacy. Wars are fought due to some conflict but it has to be done in a way where you don't result in having too many enemies, and gather as many allies as you can (doesn't matter if it is a long-lasting partnership or a benefit-driven alliance), and if not, a neutrality between you and the other party.

Yeah diplomacy pretty much prevent random situations that may escalate things.

Yeah, money is excellent, but without someone who knows how to spend the money properly, your troops aren't going to get their food and supplies.

Heck, getting sufficient money TO your troops is a logistical issue.

So if you don't have a logistics team, hire one as a very early step. That crap is a ton of stuff to manage, oversee, arrange, schedule, verify, double check, and make sure everyone else knows what is going to be where and when.

I consider the quality of your troops gear and supplies to be a logistics question; don't be a cheapskate, select your vendors wisely.

1) Keep the enemy the hell off my homeland, if possible.
2) Make & deliver beans, bullets, & fuel.
3) Keep the enemy from making or delivering beans/bullets/fuel to their own troops.
4) Get & maintain air superiority.

I like your thinking.

1. People *No people no pew pew pew. Meat for the meat gods
2. National or tribal identity *The people need to be your people, not the enemies people. The will of the people needs to be strong. Mercenary blood is disloyal blood.
3. Leadership *Loyal leadership at all levels to hold everything together, the less corrupt the better. Tactics can't be used without military leadership
4. Wealth *Resources, metals, energy, food, industrial capacity, manufactured goods, intelectual capacity
5. Logistics *The ability to efficiently move and utilize wealth. Requires leadership and actual wealth to distribute. Can maximize minimal wealth.
6. Morale *If the above five are strong morale will be strong
7. Information *Capacity to gather information and get that information to the right people. Control of the narrative. Improve logistics. Can temporarily maintain morale in bad situations.
8. Money *Printed fiat to compensate for any failing in the above seven. Aids in logistics if used properly. Ex: hiring mercenaries, buying supplies from nuetral parties, bribes. Works better if a nation has actual wealth and a robust financial system.
