Its more of an issue about the age of peter parker. They made him look younger because there is always a disagreement on what age he should be from a studio standpoint and writer standpoint.

The best example I can give of this is the movie and book Enders game. In the book the characters were children. Under the ages of 10, if I remember the characters were 8 in the first book. The movie took forever to be created because studio's kept trying to write in the contract that the characters would be 18 or older in the movie (just easier to work with older actors and actresses) and the author kept denying it. They would write hundreds of pages for the contract to hide that clause repeatedly until they finally yielded.
