Edit : More like a hidden number, that will activate a "punishment" or "reward" people depending on it, regularly. Only detecting true thoughts and not fake actions to get more points.
Also bc its saddening how many good people dont get a good life, but just suffering while bad guys are rich/happy, and/or at the top of leadership. To the point chineses created the saying [Good people doesnt live long. Villains live for hundred years] and why in 2023 everyone is self centered there.
