They appear to bee bees. Seeing as you can't handle them yourself, you should not have too much trouble finding a beekeeper willing to come to you and take them off your hands.

Reiterating another comment about how you can probably find a beekeeper to take them away, and also adding that, assuming you live in an apartment/condo, you should probably call in a work order for the hole those bees are living in. No guarantee the managers/owners will actually do something about it (because a lot of investors/managing companies are retarded), but it would technically be mutually beneficial for the both of you.
