Can I make 2 unlikeable principals and an unresponsive school district towards a character's situation? Or do I have to have 1 likeable principal, 1 unlikable principal and an unresponsive school district due to cultural values of hierachy?

Assuming you're aiming for an American audience, the cultural values of hierarchy imply that everyone who has authority is a rotten monster. Making a likable principle would be a subversion of tropes, not a mandated 'truth'.

Oh, no. My story's about the main character's persecution at school and receives no help from authorities, yet society respect authorities more than an individual.

As long as them acting like scumbags is understandable due to their personality, circumstances, and social environment. Just don't create those over the top characters like in most revenge stories...it's cringe to read.

Unlikeable leaders often stay in power because their friends are keeping them there, so yes. It makes perfect sense to me.

Also happens in the real world. The twist is principals only do it to save face, it happened to me. I hate those two-faced bastards.
Is it just me? Or principals are usually gay? My elementary and high schools had gay principals. I don't have any issue with them being gay. I am just curious if it's the same with the others.
