It was through PayPal, but the last payment was in May of 2025. How would I ask for a refund from PayPal anyway?
Oof, Paypal has a 180 day return window usually. You might be able to call and see if an associate can help you out, but since it was so long ago, and since paypal is a third-party company technically, the money is likely gone. You might get lucky with PayPal if they confirm the user has a previous record of misconduct, they may throw you a bone, but PayPal can be real bastards at times. If it were a credit card, you might have a bit more leeway, but it also depends on the time frame. The sooner the better usually. Over six months can be difficult, especially if that was since the last confirmed payment.
Simpler answer both credit cards and PayPal have numbers you can call for help. See if you can't get ahold of an associate and work it out that way. Though, do remain calm and polite. If you pay through a linked card, you may be able to get the card or account your linked through to refund you if you call the bank or card that's linked. Just again, don't expect much with an over 6-month time frame from the last payment.
As for a lawsuit, since it's under a thousand dollars, most courts won't care much, especially when you consider filing fees and all. Well, unless you do all the paperwork yourself. You'd probably be better off seeing if you can find other users that were scammed and jointly filing against the scammer and seeing if you can't do it that way.
Oh, and all you'll really need to tell them is something along the lines of I paid for a product, and it wasn't what I was promised. Or something along those lines.
