Should my tags be only what I have written yet and update them when needed, or should I tag everything I have planned, to not "surprise" the reader?

For example, let's say a story I'm writing will have a death of a loved one in the future, should the tag be in there from the beggining so a reader who isn't interest in reading a story with this just moves on?
Or should I only tag it once the relevant chapter comes out?

It is better to tag everything, so there would be no misunderstand and outrage from reader.

I did experience that once, but eh it is really up to you.

Tag it all

lots of stories with few tags I personally lose interest in because I don't know what to expect and on the internet I like to know what I'm getting into after all I've no interest in anything reverse harem lgbtq anything to do with Neto or evil protagonists and I'd be awfully pissed if I invested my time in something that I WILL HATE

I think it's best to tag all, if you planned the whole story from the beginning.

If people like that perticular tag, they will still read it, because they will wonder how and why that thing will happen.

If someone doesn't like that tag, they won't read it from the beginning. Therefore won't complain when that scene appears in the story.

Do what you want to do based on your stance on what 'tags' is supposed to mean. Some people believe that tags are 'current content' while some others believe that tags are 'author's promise'. Either stance can work. Readers too have their own opinion. Some would prefer that you list everything so that they won't read it only to find out that your story hits their 'ewww button'. Some would prefer that you don't list everything because they do not want to have expectations.

It's really up to you.
