I think that just could be an alternative name for the same dish in polish it's szaszłyk, so it's really close to shashlik like Boi usually calls it, but in the west I both heard shish kebab and skewers

More or less yes There can be a small dose of complexity, because the smaller fragments can be merged into more complex ones. But in the end they are all just fragments. They are incomplete on their own.
