Yes, but no. Someone can be a masterful liar while simultaneously believing in their own lies, but the two have very little to do with each other.

In my experience, the vast majority of people lie to themselves and believe it. Very few people know themselves, and just assume what they think offhand is true. Similarly, many people I've met believe their own lies about 'common' things. Then you also have people who are just ignorant but believe their first thoughts on something, which isn't quite the same.
