The Dangers in My Heart, The Fragrant Flower Blooms with Dignity, Horimiya. Natsu no Zenjitsu, Otoymegatari has a little bit of action but it is never the center of the story.

If My Heart Had Wings is a nice visual novel if you're into those. It does also have an 18+ version if want that. I wouldn't consider it harem, though there are multiple endings based on what girl you choose. But I don't think harem is one of them. Though, I could be wrong, as I've never finished it.
