OP Woman, but has a distinctive habit or a small chest, very bad at negotiating or doesn't know anything about socializing at all.
Powerless woman, but has a very good fight-or-flight sense, monster at negotiating and/or knows every single thing about social infrastructure (Con-woman is a bonus), big chest (usually), very charming and/or knows how to charm/gaslight someone. Those who are weak usually uses their brain and acting skill instead of brawl, so it's balanced IMO.

Make sure there's lots of back and forth banter between the two, lots of silly interactions, and don't let her superior self be the 'lord almighty god' about everything.
If she's gotta be super powerful, she's gotta majorly flawed. IMO
