[Need help!] A Vietnamese riddle

So my Vietnamese friend gave me a riddle and told me to explore it that it would be to my liking.

"The emperor plows eunuch, the empress fingers palace maid."

What the hell is this? Is it a Vietnamese proverb or ancient story or something?

This is either some really mistranslated crap, or a non vietnamese made it up. Cuz i'm a vietnamese and i can't tell at all what they're trying to say

There does seem to be a rhyme when I translate it. Otherwise I don't see much meaning.

Edit: The closest thing I can think of is "Ông ăn chả, bà ăn nem." which is when both parties in a relationship are not faithful.

Sounds more like the plot to a Netflix Korean Historical Drama than anything Vietnamese I've ever seen...
No these are all things that are "plausible" in historical Vietnam. Definitely not a proverb I've heard of but the elements are all within reason.
