It's a difficult quandary, isn't it?

Indeed it is! But I have a couple of ideas.

Usually the characters in anime have bright and unusual hair and eye colors, so for the reader, characters with crazy coloring may seem anime-ish. Big eyes, small mouths and noses all that anime stuff will also go on this list. You can also describe what the character wears, whether it's an absurd costume that doesn't change every day, or the protagonist's typical Japanese school uniform.

Of course, all this is not enough to let the reader know that this is an anime character. It would be quite difficult to do this only with the help of a description of appearance / clothes. But you can always show their anime-ness through their behavior, or through the eyes of other characters. Maybe show what others think of him as a weird cosplayer or something like that.

At the last moment, I remembered the theory that characters in anime are made cute by copying their faces from the faces of cats. So if you look at pictures of cats, it might help.

its called stretching. basically you warp the image to give the illusion of extreme motion. and because stupid people for some reason pause the video making the animation look bad it is very rarely used these days.

it isnt poor animation, its high skill level animation thats hard to pull off well.
