Google gave me 15 to 18 as its limit.

So for context, MC is a regressor who came back from a major board member's betrayal. Standard stuff.

In his previous life, the board only consisted of six members plus himself and during the betrayal, the major member has one ally while the remaining four got killed.

In this current timeline however, due to fuckery, there is not just one trope, but a bunch of Outer Demons including MC.

And the major board member is a constant.

And the other four misc characters? Some are still in the board in this life but others no because of butterfly effect.

I was wondering how many I should pack including the MC and villain.

I recalled Ubel Blatt's twelve people and seven are MC targets, which is lame because in the end, three of said targets just die together due to author negligence.

So I want the number to be small.

But then it doesn't make much sense for the total fighting power to be this low when so many transmigrators, regressors and reincarnators running around poking their noses.

I am conflicted.

I wanted ten for story reason and ease of keep track.

I want more than that because it makes more sense.

But my limit should be 18 though.

Same issue with Gotei 13, too many captains and no one really cares about the rest.

I voted for 10 or less, because what matters is depth not numbers, better have total control of 10 than add more to be just background noise; if you can work with 15, do it, just don't force yourself

From a realistic perspective, the average is around ten, with the number trending downwards. From a story perspective, the max number of directors is the number which helps you tell the most interesting story, though in general, I'd suggest less is more.

It depends. Usually on who and what started the entity, how others gain access to a portion of control in said entity.
Note: I am using the word entity, as you did not specify what type of board of directors and/or what function the board performs.

A Board of Directors could be anywhere from as low as 2 people to as many as thousands (Communist Russia), depending on the level and layer you are looking at.
A good representation of a non business related Board of Directors is the Catholic Church Conclave of Cardinals; 133 members, who voted for the new Bishop of Rome. There are over 5300 Bishoprics in the Catholic Church all of them lead their area, all Cardinals are Bishops/Archbishops who are in charge of a specific area, but not all Bishops are Cardinals. The CEO (Pope) of the Catholic Church selects Cardinals for certain hierarchal tasks, like selecting the next Bishop of Rome (Pope).

Most people assume a board of Directors is for a Commercial Business, but even in Anime, many "Boards of Directors" would be more governmental or alliance organizations than the business forms of such entities.

They could be Charitable in outlook; the Red Cross/Red Crescent in their various incarnations all have Boards of Directors. Or a small to medium sized non-profit, a local live theater board or a save insert your local park organization.

Business either owned privately amongst a few people or families or have an open market system and ownership and ability to put people on the board is more about stock holder % than anything else all have boards.
Governments have boards of directors for various functions. Technically the US Senate and US House of Representatives are Boards of Directors. Both of those are forms of Policy or "Carver" boards. The two boards try and set policy for the US through legislation and the Executive branch is suppose to carry it out. Lots of conflict there for all of these forms of government. But hey politics.

Next problem: Just because someone has a seat at the Board of Directors, does not make them a Director with all rights and responsibilities. Some permanent members maybe non-voting observers for an interested party (Such as outside Financial institutions having heavy leverage allowing them to force a non-voting observer onto the board), government trustees, or "experts" to give opinions when required (Such as lawyers).

There are about 10 different types of boards and 3-4 types of people on the board.
