It's a manga, but "My Quiet Blacksmith Life In Another World" should probably fit your criteria.
It's about a person, he gets reincarnated as a blacksmith, his workers are pretty girls (I don't think there's any romance in there though), and the combat scenes are pretty much minimal.
At least, I think so. Haven't read it in years, so my memory of the plot probably went wrong somewhere.
