Firstly, power rotation through democratic votings is a joke. But I meant the characters in the story... If you didn't like them so much, how would you change them and their actions? And how would you add "power rotations through democratic voting"
Like, frankly, if I wrote the story I'd be like "tf is this president doing? He should side with the actual power holders" and change the bit of him and the govt to immediately banning martial arts. That's the most I'd change in what you described.
In the world of fiction (and sadly non-fiction), he who has the bigger stick speaks.

If you tell me to appeal to their compassion, they have none.

Which is why only MC can stop them, by beating them to a bloody pulp or straight murder.

As of your idea of "banning martial arts immeidately", it does sound like a possible route like how ancient China did it and very odd of you to pick that side.

Because the story revolves around MC breaking free from these power holders using martial arts and you are playing as the opposition then.

Or are you trying to prevent MC's existence in the first place? ?

I am thinking from an author's perspective.
As an author I always start with worldbuilding first - maybe that's why I never finish a story.
In that world it made no sense for the star priests to not hold the actual power. In our world the military is controlled, but that's because of how it is formed or works. In that story, the priests would hold economic power, own factories, newspapers, roads etc.
Since they hold power economically, they would absolutely hold political power. And no important politician would go against them, rather they'd be in the priest's pockets. Banning martial arts would thus be an immediate reaction. The news would talk non-stop about this satanic power, about how martial artists eat children, how practicing it is unhealthy etc etc.
The author made the President of humanity not side with martial artists - that's unrealistic.

Yeah.

I agree on that.

After all, the star cultivators have the combat power stronger than the army.

I think it was balanced by the fact that there are less than ten powerful star cultivators.

Plus they are all arrogant as hell and looked down on anyone that isn't star cultivation. Thus there was no ban in martial arts.

Also, external forces such as Star Beasts, monsters that are encroaching Earth, exist. Martial artists are ofren used as cannon fodders due to guns and bombs not working against the monster for... some reason.

Then there is no real problem with that story
