Well that depend the country, where I live, the public bathroom close properly and there no way you can see the one inside it, except if you force it or in some case when it's a multiple bathroom and the wall for each not reach the ceiling, you need to escalate it if you wanna see.

Also as a side note: My brother's university has started to petition for unisex toilets. The first thing he and his buddies did was to go around campus and turn the fliers from unisex toilets to uni sex toilets (uni is used around here as a short form of university). The petition was forced to abandon the project after the mother of a little kid found the flier and sued the university for obscenities... ?
