I find the idea of somebody just polymorphing into a bright blue wolf with giant googly eyes more disturbing than the idea of an actual werewolf.

As long the face is human, with minimal body hair, then it is not furry. If it is basically a two-legged wolf then it is furry.

Furry is relating to any character, so it doesn't have to be specifically 'cartoon'. So any anthropomorphic animal would fit under the interests that make someone a furry, and hence make that character a furry.
