Writing Is this the correct way to use sci-fi tag?

After a quick skim, I would consider it sci-fi. Low sci-fi, but still sci-fi.

The correct terms should be soft and hard sci-fi. Yours, aside from the very long exposition, seems to fall under the soft sci-fi category.

The difference between the two is that hard sci-fi is a story with scientific elements that are near-future and the laws or logic governing them strictly or mostly adhere to the real world's laws of physics.

Meanwhile, soft sci-fi is similar to fantasy in which case the theories or the events that happened are quite fictional, mostly made up to fit the story's context and setting and do not fully adhere to the laws of physics.

I also forgot, yes, that is sci-fi though I would recommend reducing the exposition of the world's setting. Anyway, I did not read your entire story and only the chapter you have posted here, so maybe my recommendation could be wrong.
