That's something you need to decide as a writer. If the circumstances are too weird for you to accurately describe even while having all the resources, strangers on the forums that have read one post vaguely describing your story certainly won't be able to.

Then don't start an argument by making a vague claim and pretending you know someone's entire philosophy in writing.

They just love each other a lot. Since there is no sexual activities involved, can we even define this as platonic or romantic? I only know that it is not sexual.
There are so many types of love, that I think we need more information. On first blush, it sounded like it wasn't BL (in other words, it sounded like they were great platonic friends), but now it sounds like it is... *confusion*
If it is boy-boy attraction, whether sexual, romantic, conjugal, or consumnate love, it is BL.
If it is platonic, familial, or brotherly love - or friendship with zero love connotations - then it is not BL.

But I can not identify if they are boy or not in order to give it a tag like Boy love, girllove, or straight couple.

The most obvious criterion for being a bl is both characters being male or identified as male. However, neither of them have a biological sex or gender nor did they identified them as male or female. They have outer appearance of male (without mammary glands and genitals) if that is what you want to know.

And yes, you can consider their relationship as lovers if that makes the most sense for you.

As a connoisseur of BL, I can tell you that the story you have described here is not BL. Use they/them pronouns and the "genderless protagonist" tag.

Some readers may default to thinking of them as male, because defaulting to male is a thing that people do. If anyone does this and then complains, remind them that these characters are genderless, not male. They don't have male bodies. They don't have male identities. Therefore, not BL.
