Is it better to make a brand new villain?

Is it better to make a brand new villain for the eventual part 2 of my story, or have the villain of part 2 make his debut in part 1, then bring him back?

Well that depends on rather you look to use small information you wrote before to write a whole concept or a plot twist using it, you can make it so no one knows he is a villain untill part 2 or rather make it new in part two which will work better if you are making a new mcs and protagonist, but there are some situations that need only to make it appear at part 2, which is the new protagonist is the child of the protagonist or one of the main characters, as it might seem off how he left the mc and rather get his children, but with a good plot twist this could work pretty well

There's an idea! What if you introduce a new villain in part 2, but he's pretty much the same villain from Part 1 because of branding? "But we already killed Dark Deathdood!" "No, you don't get it, Dark Deathdood isn't just one guy ... it's a franchise!"

I think everyone likes that new villain smell. However, if you take an old villain and put him in the dryer on no heat with 4 to 6 car fresheners for 20 minutes, you get the exact same effect.

Then you also need to add some mint enzyme cleaner. The kind with live bacteria. Good for getting rid of that dead villain smell, as well as the physical manifestation of sin.
