Some small presses don't work with agents. The editors choose what they want to publish from direct submissions. Sometimes, an editor also writes fanfiction and reads stuff on Wattpad before getting banned from Wattpad and getting pregnant. She finds something she really likes and offers the author a contract. Then, she gives birth and realizes that she doesn't have time to edit anymore, but she made a promise to this one special author, and it takes more than two years to fulfill that promise.
