I found a novel with exact copy content but different title, is it the original author?

Hello guys, so I am on hiatus and trying to find novels to read. As such, I go to SH, RoyalRoad, and even Webnovel. Yeah, I know it's expensive, but I did go there.

Recently, I am reading some smuts, because why not? That's not important.

So I found a rather interesting novel in SH called 'The Lust System' and read it to the point I went to the author's website. Then on Webnovel, I found a contracted novel called 'My Sex System'. To my surprise, the author's name is different and the title is also different, but the chapters are an exact copy.

Is this the same author or just someone who takes the author's work and contracts it? If so, is he getting the original author's permission, or he's just a pirate?

Because if he has gotten the author's permission, I might read the continuation (Because I have nothing else to read)
