True, I don't know how it was in Russia but where I come from it was pretty strange if you could speak english.
My family members learned russian in school, even though it also changed to english I guess.
It's strange in the sense that no one seriously studies it. There are multiple reasons for it, but I won't talk about them. Anyway, I think it will be strange to speak, for example, Japanese, Korean or Chinese in Russia while being a native Russian speaker. That would be strange in a lot of ways to others as it's not a common language that allows you to travel, it's hard to learn, and there are not a lot of places where you can learn it.
I'd be curious to see if English gradually becomes less common as Russia aligns more closely with china, rather than the west.
If nothing changes, English would be more uncommon, but for different reasons.
