Posting consistently, having a good cover, and synopsys with good tags are key to start off. Review swaps are the next best bet for getting potential readers as the ratings vs readers do affect whether some people are gonna give it a try. Have a higher chapter count also helps as some readers won't even consider looking at a story with less than 30 chapters out of fear that it will be dropped.

There are some other methods but these tend to be the best options on SH. You could also ask Tony to advertise on SH bit I don't know the pricing or even if he will consider it.
