In the Eleventh Doctor's episode "The Pandorica Opens" of Doctor Who, Matt Smith gave one of the most epic speeches, ending with the line: "so let someone else make the first strike" - there have been a lot of epic speeches on that series, really - Peter Capaldi had a few, Tom Baker's short explanation of why he chose not to destroy the Daleks in Genesis of the Daleks was a great one of only two or three sentences, as was his speech in the debut episode about "The computer is a very sophisticated idiot. It does whatever you tell it to, and incredibly fast..."
And there was an almost epic speech by the Ninth Doctor made epic by the two lines after it: "That is illogical. You have no weapons, no plan" "Yeah, and doesn't it just scare you to death?"
And the speech the First Doctor gave when he left his granddaughter behind after dealing with the Dalek Invasion of Earth in 2164 AD...
